Salt Lake City — The One Utah Health Collaborative is pleased to announce the appointment of Scott Barlow, CEO of Revere Health, and Chet Loftis, Managing Director of PEHP Health & Benefits, as co-chairs of the Collaborative’s Stakeholder Community Board. This influential group, composed of Utah’s top healthcare leaders, is dedicated to creating sustainable, accessible, and affordable healthcare solutions that address the needs of Utah residents.
As the Collaborative continues its mission to foster innovation and improve healthcare quality across Utah, this Board provides a unique forum for strategic alignment among payers, providers, policymakers, and community advocates. Under the guidance of Mr. Barlow and Mr. Loftis, the Board will identify impactful actions, drive transparency, and support a culture of accountability across healthcare organizations.
“We have a moral imperative to fix the system,” Barlow said. “I don’t believe we have any choice but to do so. And this is what it’s going to take: leadership, organizational actions, and accountability.”
Barlow’s commitment to improving healthcare accessibility and affordability will be a strong foundation for the Board’s work.
“When the Collaborative got started, for me it was a little bit like, ‘Been there, done that,’” Loftis added. “But what’s gotten me excited is that we’re not thinking about things in a year-to-year way. We’re looking 15 years ahead to find a path forward that is really centered on what’s good for the community.”
Loftis’s insights and experience will be pivotal in leading the Board to identify and implement sustainable healthcare improvements for the state.
The Board works to align leaders from health systems, payers, employers, government, and patient advocacy to address the most pressing issues in healthcare delivery and access. Its vision for the future of Utah’s healthcare is rooted in collective action, transparency, and a commitment to advancing care that benefits everyone.
About Scott Barlow:
Scott Barlow is the CEO of Revere Health, Utah’s largest independent physician group, employing over 450 providers across more than 100 clinics and 29 hospitals statewide. Under Barlow’s leadership, Revere Health serves more than 600,000 patients and has been recognized for its initiatives to improve quality while lowering care costs. The organization has participated in CMS Accountable Care Organization (ACO) programs since 2012 and is a consistent top performer, achieving significant cost savings and improved health outcomes.
Barlow serves on several healthcare boards, including the One Utah Health Collaborative (as a founding board member), the University of Utah MHA Advisory Board, and the American Medical Group Association Board. He lives in Salem, Utah, and holds a BS in Accounting and an MBA in Health Care Administration.
About Chet Loftis:
R. Chet Loftis is the Managing Director of PEHP, an independent state entity that operates as a health plan for Utah’s public employers, including the state. With over 30 years of experience in health law, policy, and leadership, Loftis has held roles with the Utah Legislature, Utah Attorney General’s Office, Utah Supreme Court, Utah Medical Association, Regence BlueCross Blue Shield, and the law firm Kirton McConkie.
In addition to his role at PEHP, Loftis serves on several boards and teaches health leadership courses at Brigham Young University and Weber State University. He holds a BA, MPA, and JD from Brigham Young University.
